The Stimson Center announced today that Paul Holtom and Matthew Leatherman have been appointed as Nonresident Fellows for the Managing Across Boundaries initative.
“As Stimson continues to grow, I can think of no more skilled assets to broaden our organizational reach than Paul and Matt. Both are widely respected, both are at the top of their respective fields, and we could not be more pleased to deepen our affiliation with this announcement,” said Stimson Vice President and Managing Across Boundaries initiative Director Brian Finlay.
Holtom’s work centers on monitoring and promoting greater transparency of international arms transfers as well as strengthening arms transfer controls to prevent illicit trafficking. His most recent work has focused on informing the negotiations on the Arms Trade Treaty, understanding Chinese policy on exports of small arms and light weapons, and strengthening efforts to prevent illicit small arms and light weapons transfers. His current work is dedicated to examining measures to assist with capacity building to ensure early entry into force for an effective Arms Trade Treaty.
Leatherman’s work focuses on national defense strategy, budgeting, and management for the Center’s Budgeting for Foreign Affairs and Defense program. He served as an independent advisor on national defense savings options for the 2010 Rivlin-Domenici Debt Reduction Task Force and, together with Dr. Gordon Adams, published the strategy underlying these options in a January/February 2011 Foreign Affairs essay titled A Leaner and Meaner Defense. His current work is dedicated to evaluating how Congress, the White House, and the Pentagon manage national defense priorities during a time of tight budgets — including the tradeoffs military and civilian leaders face — and how the American people respond to those decisions.
