Pamela Kennedy is a Research Analyst with the East Asia program at Stimson. She holds a M.A. in International Relations and International Economics from Johns Hopkins University School of Advanced International Studies and a B.A.
Frank O’Donnell is a Nonresident Fellow with Stimson’s South Asia Program. His areas of expertise include nuclear doctrine and posture development, conventional military modernization, and national security policymaking processes in India, China and Pakistan.
