From Mosul to Raqqa, sooner than later? An offensive on ISIS’s second-largest stronghold in Raqqa, Syria, is to begin within weeks, not months, Defense Secretary Ash Carter told NBCNews in Paris, Tuesday morning. Happening today in Washington: Plotting the “trajectories, priorities and risks” in India and Pakistan’s military budgets.
