Managing Across Boundaries Deputy Director Johan Bergenas and program intern Richard Sabatini publish in World Politics Review, writing that Japan’s recent use of official development assistance (ODA) offers an example of how to move beyond stovepiped bureaucracies and policy solutions to more effectively respond to the interconnected challenges of a world defined by the forces of globalization. In particular, the strategic use of ODA highlights the importance of combining efforts that build defense and security capacity with projects to further development needs.
