A discussion with Brian Michael Jenkins about his new book,
“When Armies Divide: The Security of Nuclear Arsenals During Revolts, Coups and Civil Wars”

sat down to talk about nuclear proliferation at a Stimson event sponsored by the Managing Across Boundaries Initiative. The pair discussed the dangers of weapons of
mass destruction going from North Korea, Pakistan and
elsewhere to Iran and terrorists group seeking the weapons. Jenkins is a senior adviser to the president of the RAND Corporation
and director of the Mineta Transportation Institute’s Transportation Safety and
Security Center.

Jenkins’ new book “When
Armies Divide”
  looks
at how nuclear weapons might be sold or given to terrorist groups or nations in
turbulent times, such as when rebels or disloyal military commanders seize
control of some of a nation’s nuclear weapons. As a case study, the e-book
focuses on a rebellion by commanders of the French army in Algeria in 1961,
when France was testing nuclear weapons in the Sahara. The book examines what
might happen in a similar situation today and looks
at steps that could be taken to deal with “loose nukes.”
