Security Sector Reform

SSR is a broad and inclusive concept that looks at all security actors, from the military to police to the justice system, as well as overseers in parliament and even private sector actors that have a security role. It offers a menu of ways to modernize, improve and manage security sectors based on international norms of transparency, accountability, and the rule of law.
