Japan’s First Step Toward a National Security Strategy

In the fall of 2004, the Council on Defense Capability and Security (more commonly known as the Araki Commission in the United States) released its fiinal report that called for Japan to take a more proactive security policy.  Yuki Tatsumi discusses the notable points of this report as well as its implications.
