A Model Code of Conduct for the Prevention of
Incidents and Dangerous Military Practices in Outer Space

The Henry L. Stimson Center proposes a Model Code of Conduct to prevent dangerous military activities in space. Key provisions of a Code of Conduct include avoiding collisions and dangerous maneuvers in space; creating special caution and safety areas around satellites; developing safer traffic management practices in space; prohibiting simulated attacks and anti-satellite tests in space; providing reassurance through information exchanges, transparency and notification measures; and adopting more stringent space debris mitigation measures.


The United States now adheres to and champions codes of conduct to prevent dangerous military practices on the sea, ground and air, as well as to prevent proliferation and terrorism. Space also deserves "rules of the road" to help prevent incidents and dangerous military activities.
