Security for a New Century

The Security for a New Century (SNC) Project is designed to inform and enhance the dialogue within Congress on international security issues across political lines.   The Project has Democratic and Republican sponsors from both the House of Representatives and the Senate.  In this sponsored capacity, The Stimson Center’s SNC congressional fellows coordinate an ongoing briefing series intended to educate Congressional staff about the complex security challenges confronting US policymakers.  The sessions approach international security issues with broad definition, highlighting innovative programs, interagency operations, and the collaborative efforts of nontraditional actors.  

The goal of SNC is to provide a “safe,” off-the-record forum featuring experts on international security issues that are important to policymakers in the long-term.  Our desire is to help policymakers better anticipate events, understand the contours of post Cold War and post September 11 security challenges, and inform the debate on alternative solutions to these international security challenges.  In order to accomplish this, we develop common themes with input from our congressional Member sponsors that will accomplish our collective goal of ensuring that emerging security challenges are addressed in a comprehensive, cost-effective and long-term manner.  Since many issues receive significant levels of attention within Congress, we seek to develop themes that often garner less attention but are equally important.

Dr. Elizabeth Turpen joined the Center in 2001 to establish the Senate component of the Security for a New Century congressional study group, and currently is also co-director of the Center’s Cooperative Nonproliferation Project. Prior to joining the Center, she served as Legislative Assistant for Senator Pete Domenici, responsible for defense, nonproliferation, and foreign affairs. Previously, she was a consultant on nonproliferation policy, US-Russian programs, and the national security implications of technology advances for Aquila Technologies Group. Dr. Turpen also has extensive teaching and lecturing experience. She holds a PhD from the Fletcher School of Law and Diplomacy at Tufts University and a BA from the University of New Mexico.

Geneve Mantri is a Stimson Center Fellow responsible for the Senate-side operations of the Center’s Security for a New Century project. Mr. Mantri was formerly a Report Writer/Editor at the Henry Stimson Center and the Africa Center for Strategic Studies, National Defense University. His previous experience includes serving as a Regional Program Coordinator and Communications Officer with UNDP in Eastern Europe, and as a Consultant to the UNDP Human Development Report and UNICEF in New York. He has worked as a staff member with the Carnegie Commission on Preventing Deadly Conflict in Washington, DC and as a news producer with Independent Television News in London. He is a graduate of the Fletcher School of Law and Diplomacy, Tufts University, and Warwick University in the United Kingdom.

Michael Maughan

Michael Maughan has a diverse background in the military, law enforcement, intelligence, and management consulting communities. Prior to joining the Center, he was a Special Agent within the State Department’s Bureau of Diplomatic Security. He has served in Afghanistan, Israel, and the Palestinian Territories and conducted criminal investigations for the New York City Joint Terrorism Task Force and the Washington, DC Human Trafficking Task Force. Previously, he was a strategy and policy consultant for Booz, Allen & Hamilton. His clients included the US Pacific Command and the Governments of Australia and Thailand. Mr. Maughan is a former Marine Captain and has served in various operations and exercises throughout the Asia-Pacific region. He holds a Bachelor’s in Civil & Environmental Engineering from Tulane University and a Master’s in International Relations from the Johns Hopkins University School of Advanced International Studies.
