Cheater’s Risk: The Game

Cheater's Risk is an interactive exploration of the dynamics of a world without nuclear weapons. The player steps into the role of a country seeking to gain a monopoly on nuclear weapons and must avoid being detected by national intelligence services and international monitors. The game is founded upon empirical research published in Elements of a Nuclear Disarmament Treaty. It was produced by the Unblocking the Road to Zero project, which seeks to advance the debate about negotiated nuclear disarmament as a viable and practical policy option.
The odds of detection and minimum time requirements for each step toward building a nuclear arsenal are quantitative expressions of subjective judgments about verification in a hypothetical world without nuclear weapons.
