In a 4 February 2003 Press Release, the US Department of Commerce revealed a $1 million FY2004 budget proposal to establish a new Office of Technology Evaluation in the Bureau of Industry and Security. The new office will be tasked with implementing "smart export controls" that identify the items and technologies that pose the greatest threats to US national security without unnecesarily burdening US exporters. The release also announces a FY04 increase of $1.3 million to step up export control enforcement efforts.

Transshipment Country Export Control Initiative (TECI) - Launched in fall 2002, the new US Department of Commerce (Bureau of Industry and Security) program is a "multi-faceted, cooperative initiative that seeks to strengthen the trade compliance and export control systems of those countries and companies that constitute global transshipment hubs."
