Proliferation Challenges in a Flat World

The fourth meeting of Turtle Bay Security Roundtable will return to the issues of sanctions and non-proliferation, detailing the mechanics of illicit networks, sanctions evasion, and the trafficking of conventional arms and dual use materials. As the United Nations covers the issue of WMD nonproliferation through Security Council Resolution 1540 (2004), the discussion will focus on the threat posed by the transfer of dual-use goods and technologies to non-state actors. As with previous sessions, it will also look beyond the WMD challenge to intersecting challenges in the conventional arms space, and for opportunities to leverage horizontal responses across these discrete threat portfolios. 

The conference features Keynote Speaker the Honorable Juan C. Zarate, Senior Adviser, Center for Strategic and International Studies, and a number of leading experts in the area of non-proliferation, arms control and UN sanctions issues. The eclectic mix of experts including policymakers, scientists, industry representatives, and think tank members will allow participants to consider creative and practical approaches in suppressing the illegal trafficking of sensitive materials in the globalized economy.
