The Nuclear Non-Proliferation Treaty was indefinitely extended in 1995. The Comprehensive Test Ban Treaty was negotiated in 1996. Two decades later, both treaties are not in good shape. The CTBT remains in limbo, shackled by a provision designed to delay its entry-into-force. The health of the NPT requires strong bonds between states recognized by the Treaty as possessing nuclear weapons and non-nuclear-weapon states. The divide between these camps is growing, and future NPT Review Conferences may well exacerbate these divisions.

Susan Burk served as the Special Representative of the President for Nuclear Non-Proliferation, with the rank of Ambassador, from 2009-2012, leading U.S. preparations for and participation in the 2010 Nuclear Non-Proliferation Treaty Review Conference. Before retiring from public service, she held a number of senior non-proliferation policy positions at the Department of State and the U.S. Arms Control and Disarmament Agency.
Daryl Kimball, Executive Director of the Arms Control Association
Daryl G. Kimball has been a civil society researcher and campaigner for a global nuclear test ban for more than 25 years. Since 2001, he has served as executive director of the Arms Control Association a leading source of information and analysis on arms control, disarmament, and non-proliferation, which hosts the Project for the CTBT.
David Koplow, Professor of Law at the Georgetown University Law Center
David Koplow teaches public international law and national security law. He has served in government as Attorney-Advisor, and as Special Assistant to the Director of the U.S. Arms Control and Disarmament Agency; as Deputy General Counsel for International Affairs at the U.S. Department of Defense; and as Special Counsel for Arms Control to the General Counsel of the U.S. Department of Defense.
