Terrorism and Counterterrorism in India

November 17, 2009 — Vappala Balachandran and Prakash Singh will joined us for a discussion on terrorism and counterterrorism in India.
What are the different sources and dimensions of terrorism in India? What is the capacity of state institutions to respond to India’s internal terrorist threat? What changes need to be made in order to increase the effectiveness of India’s response to terrorism? What is the state of US-India cooperation on counterterrorism?
Mr. Balachandran is a Mumbai-based, independent security consultant and a retired Special Secretary, Cabinet Secretariat, Government of India. He also served as Minister in the Embassy of India in Washington, D.C., and previously headed Special Branch of the Mumbai Police. He was also one of two experts who conducted the investigation into the Mumbai bombings for the Maharashtra government. Mr. Singh is a distinguished former senior Indian police officer and has led the police reform movement in India. He served in the turbulent areas of Punjab, UP, Assam, Nagaland, & Jammu and Kashmir. He was Director General [DG] of the Border Security Force, and also DG in two states: Uttar Pradesh and Assam.
