In 2004, the U.N. Security Council adopted resolution 1540 calling for all States to take steps to prevent proliferation of weapons of mass destruction and their means of delivery. The Security Council requires a comprehensive review in 2016 of the resolution’s implementation.
At the workshop, UN Security Council Resolution 1540 specialists shared their views, and workshop participants broke into groups to discuss issues for the upcoming 1540 comprehensive review. The Stimson Center compiled the statements from the different working groups and transmitted a workshop report to the UN Security Council 1540 members and experts. See the report here. Panelists/Facilitators:
Terence Taylor – Coordinator of the Group of Experts supporting the UN Security Council 1540 Committee; founding President of the International Council for the Life Sciences (ICLS), working on biosecurity and safety issues; formerly, with the Nuclear Threat Initiative (NTI) and the International Institute for Strategic Studies (IISS) and a career officer in the British Army.
Dr. Richard Cupitt – US State Department Special Coordinator of UN Security Council Resolution 1540 in the Office of Counterproliferation Initiatives; former UN 1540 Committee Expert and special advisor in the U.S. Department of Commerce’s Bureau of Industry and Security; written/edited four books on export controls.
Nicolas Kasprzyk – Consultant, Transnational Threats and International Crime Division, Institute for Security Studies, Pretoria, South Africa; former UN 1540 Committee Expert, ballistic missiles analyst at the European Aeronautic Defence and Space Company, and advisor to the French Ministry of Defense; holds a Master’s degree in Law.
Esther Zubiri – Spanish State Attorney Chief on counter-terrorism and non-proliferation matters, leads the UNSCR 1540 implementation program at the Organization of American States’ Inter-American Committee against Terrorism; formerly, UN Chief of the Justice, Policy, Legislation and Human Rights Project in Afghanistan, and played a key role in the European Union Directives and Regulations for the control of dual-use items and prevention of proliferation and terrorism financing; holds a Juris Doctor Degree.
