Dr. Hynes is a senior-level nuclear weapons physicist who worked for 15 years at Los Alamos National Laboratory where he conducted a wide variety of basic and applied research projects in the Nuclear Weapons Testing program. He is currently a policy analyst on the dynamics of global nuclear terrorism and its implications for homeland security at the RAND Corporation. Dr. Hynes will address: how the United States can dissuade adversaries from pursuing nuclear weapons; how the United States national security community can discover and respond to those who seek nuclear weapons; what special technical capabilities are needed for the counternuclear mission and how the United sates should focus its attention and resources to counter this threat.
