George Perkovich, the Carnegie Endowment’s Vice President for Studies and Director of the Nuclear Policy Program, presented a paper on “The Non-Unitary, Irrational Actor Model and Deterrence Stability in South Asia” at Stimson on Tuesday, March 13. Over fifty attended the event, including representatives from government, industry, think tanks, academia, and media.
