Dr. Mustafa is the Senior Lecturer in Environment, Politics, and Development in the Department of Geography at King’s College, London. He has previously served as Visiting Assistant Professor of Geography at George Mason University and Assistant Professor of Geography at the University of South Florida. Dr. Mustafa has published numerous articles based on his field research for the management of natural resources in Pakistan.

Bruton was an international affairs fellow in residence at the Council on Foreign Relations from 2008 through 2009. Ambassador Shinn is an adjunct professor of International Affairs at George Washington University. He served as the US Ambassador to Ethiopia from 1996 to 1999. He also served as the Ambassador to Burkina Faso from 1987 to 1990.

For the last 50 years, the US-Japan alliance has served as the cornerstone of peace and stability in the Asia-Pacific region. In this context, the recent tension between Tokyo and Washington over the relocation of the US Marines Air Station in Futenma stirred concerns, although quiet, in the region. Now that the two governments have reached an agreement on the Futenma relocation and are moving forward, what tasks must both countries tackle to ensure that the US-Japan alliance continues to maintain peace and stability in the region? Mr. Mitchell, currently the Principal Deputy Assistant Secretary of Defense, and key author of the Clinton Administration’s 1998 East Asia Strategy Report, will share his perspectives.

Scheffer joined us for a conversation on the changing role of the U.S. in relation to the International Criminal Court (ICC) and on the recent ICC Review Conference in Kampala. Mr. Bellinger served as Legal Advisor to the U.S. Department of State from 2005 to 2009 and as Senior Associate Council to the President and Legal Adviser to the National Security Council from 2001 to 2005. Ambassador Scheffer was the Ambassador At Large for War Crimes Issues under President Bill Clinton and led the U.S. delegation in United Nations talks establishing the ICC.

Dr. Henri J. Barkey and Dr. Kemal Kirisci joined us for a discussion on the implications of Turkey’s changing role in regional and global affairs. Dr. Barkey is a visiting scholar in the Carnegie Middle East Program and the Bernard L. and Bertha F. Cohen Professor at Lehigh University. He served on the U.S. State Department Policy Planning Staff working on issues related to the Middle East, the Eastern Mediterranean, and intelligence from 1998 to 2000. Dr. Kiri?ci is a professor at the Department of Political Science and International Relations at the Bo?aziçi University in Istanbul and was the director of the Center for European Studies there from 2002-2008. He is currently a visiting fellow at the Transatlantic Academy in Washington, D.C.

Mr. Young currently serves as Country Representative in Pakistan and as a senior leader of Asia and Caucasus region for IRC. Dr. Guggenheim designed the National Solidarity Program (NSP), a program which allows rural Afghans to create and manage their own development projects, now in 28,000 villages. He discussed his recent trip to Afghanistan where he assessed the state of NSP, especially in the volatile southeast, and the efficacy of various other aid initiatives. What is the current outlook? The Stimson Center’s project, New Information & Intelligence Needs in the 21st Century Threat Environment, explores how US and EU information and intelligence systems support homeland security by examining the systems for three types of threats: infectious diseases, natural hazards, and terrorism. This year-long study was done in close cooperation with the US Department of Homeland Security and the Swedish Emergency Management Agency. Please join us for the release of the study’s report on October 17 from 2:30-4 pm. The discussion will center on the key findings of the study and topics including interagency coordination, issues of classification and the challenges of incorporating non-traditional security threats into an evolving homeland security paradigm. An EU perspective will be offered on issues including crisis decision-making, the emerging EU crisis management framework, multi-level governance and the need for an increased transatlantic dialogue on shared security concerns.
