In this article, Alan Romberg discusses American attitudes and
policies toward the North Korean nuclear issue, toward long-term
Peninsula stability, and how they interact. He argues that the lack of
an American strategy -- indeed, the lack of a serious U.S. policy --
over the past thirty-four months has endangered the prospects at least
for the first and perhaps for the second, as well. He also addresses
the interaction among the United States, China and South Korea on these
questions as seen from an American perspective.
