Cooperative Threat Reduction: Moving Beyond State Intent

Dr. Turpen writes that cooperative threat reduction efforts under the Nunn-Lugar suite must move beyond traditional approaches. The focus on state intent is too narrow, as it ignores weak and failing states, as well as bad actors intent on proliferating, such as A.Q. Khan.
