A new president took office in Taiwan Friday without fully agreeing to talks with her government’s old political rival China. Chinese officials have warned that Taiwan must come to the table on their conditions. Despite anxiety from Beijing to Washington about whether President Tsai Ing-wen would extend an olive branch or send a harsh rebuke to China, she said Friday she wants strong relations subject to a series of conditions that China finds unnerving.

When Tsai develops a clear China strategy “depends on how far and how fast she goes in following through on her statement that she will do what is in Taiwan’s interest,” says Alan Romberg, director of the East Asia program at U.S. think tank The Stimson Center.
