This paper was prepared for a Track II dialogue on reducing strategic mistrust between the United States and China sponsored by the National Committee on American Foreign Policy and Tsinghua University. The paper will appear, along with other papers prepared for the meeting, in a publication expected to be released by the National Committee in December 2010.
