Managing Across Boundaries Director Brian Finlay and Fellow Rachel Stohl were published in The Hill, writing on the heels of the conclusion of notorious arms dealer Viktor Bout's trial. The authors emphasize the need for global standards informing the international arms trade in order to curb the illicit diversion and trafficking of these weapons.
