Cheater’s Risk is an interactive exploration of the dynamics of a world without nuclear weapons. The player steps into the role of a country seeking to gain a monopoly on nuclear weapons and must avoid being detected by national intelligence services and international monitors. The game is founded upon empirical research published in Elements of a Nuclear Disarmament Treaty. It was produced by the Unblocking the Road to Zero project, which seeks to advance the debate about negotiated nuclear disarmament as a viable and practical policy option.
The odds of detection and minimum time requirements for each step toward building a nuclear arsenal are quantitative expressions of subjective judgments about verification in a hypothetical world without nuclear weapons. The accuracy and the opinions expressed in this game are not the responsibility of the presenters, but rest with the producers of Cheater’s Risk. Please send comments about the game to: cheatersrisk@stimson.org.
